Incompatible changes:
- The syntax //foo/BUILD can no longer be used on the command line to refer to the //foo:BUILD target. Use //foo:BUILD (preferred) or foo/BUILD instead. This does not affect BUILD/bzl files, where that syntax already didn't work.
- This removes
--objc_header_scanner_tool
. The flag was primarily used internally, and to our knowledge, a compatible tool was never released. Therefore this flag is believed to be unused.

- select() directly supports constraint_value (no need for an intermediate config_setting).

Notice: Bazel installers contain binaries licensed under the GPLv2 with Classpath exception. Those installers should always be redistributed along with the source code.
Some versions of Bazel contain a bundled version of OpenJDK. The license of the bundled OpenJDK and other open-source components can be displayed by running the command bazel license
. The vendor and version information of the bundled OpenJDK can be displayed by running the command bazel info java-runtime
